About/Bio:Prior to being appointed president, he served as vice president for enrollment management at Rockford University since 2013. In addition to his enrollment management responsibilities, Dr. Fulcomer also supervised the areas of student administrative services, student life, institutional research, athletics and global affairs. Prior to coming to Rockford, Dr. Fulcomer was vice president for enrollment management and student life at Bluffton University in Bluffton, Ohio, where he oversaw 11 functional areas including the undergraduate admissions, financial aid and student life offices, managed a divisional budget of more than $12 million, was a member of the President’s Cabinet, and served as Dean of Students. He served there from 1993 to 2012.
Dr. Fulcomer has been sought after for his expertise in student life and recruitment and retention. He has been a keynote speaker and presenter at many professional conferences. At the end of this time at Bluffton, he served in a professional capacity with the Council of Christian Colleges and Universities as chair of the Chief Enrollment Officers Commission.
In addition to his work in higher education, Dr. Fulcomer has been active in his communities. Since his move to the Rockford, he has become a board member for Rockford Christian Schools, the Golden Apple Foundation, SwedishAmerican Health Systems, Alignment Rockford Governing Board and a member of the Executive Committee of the Federation of Illinois Independent Colleges and Universities. He participated in the Leadership Rockford Program, and served as co-chair of the Funding and Alignment Spoke of Transform Rockford. Dr. Fulcomer is also a member of the Rockford Rotary Club.
Additionally, Dr. Fulcomer served for 11 years as an elected official in Bluffton, Ohio, holding the positions of Village Councilmember, Village Council President, and Mayor. His community involvement also included serving as past president of the Bluffton-Pandora Rotary Club and past vice president of the Bluffton Lions Club Foundation.
Dr. Fulcomer received his doctorate in Higher Education Administration from the University of Toledo, his master’s degree in College Student Personnel from Bowling Green State University and his bachelor’s degree in English Language and Literature, cum laude, from Eastern Michigan University.
He and his wife Andrea, a physician assistant, live in Rockford and are proud parents of two teenage children.
