Update from the Higher Learning Commission Annual Conference
A message from college president Robert L. Head, Ph.D.
Dear students, faculty and staff:
The Higher Learning Commission (HLC) Annual Conference, which I attended in Chicago over the weekend, is always an opportunity to explore the important issues that are impacting our industry. One issue is the growing movement toward "federalizing” accreditation. Federalizing, as defined by the Council for Higher Education Accreditation (CHEA), references the growth of requirements in federal law that accreditors must meet, especially in the academic area. There are far too many proposals or concerns to adequately share in this communication, but I will elaborate on a few:
· There is little doubt Congress is concerned about return on its rapidly growing investment in higher education. Just five years ago, the Pell Grant program amounted to $12.7 billion; today the number exceeds $34 billion.
· Another Congressional concern is in the relationship between the regional accrediting bodies and its member institutions. Accrediting bodies like HLC are charged with oversight of colleges and universities. Member institutions support HLC through annual payment of dues and auxiliary fees. Congress is concerned about a potential conflict of interest given the perception that the HLC receives its funding from the institutions it must oversee. There is no proposal in place to remedy this perception.
· The Department of Education has proposed a definition for a credit hour. Those who oppose this legislation do so not because the definition is in error, but because it is being imposed without cause or need. Much of the weekend conversation centered on the Department of Education’s move to micro-manage and homogenize campus academic programs and limit innovation.
· New legislation will require institutions that participate in federal funding programs and those who are offering distance education programs to meet any state requirements necessary to legally offer distance education in impacted states. In general, this places the federal government in the role of enforcing state statutes, one that is felt by many to be inappropriate and unnecessary. One example of an unfortunate consequence of this proposed policy was from a university that offers online courses in the summer to its own students. In their case, they would have to seek authorization from every state in which their students reside, even though they have no intention of marketing to anyone else within those states.
The changes in regulation referenced above are scheduled to be implemented on July 1, 2011. CHEA and other organizations have requested that the Department of Education remove the provisions for credit hour and state authorization from the final legislation. Equally important are the changes being made to the accreditation process. Rockford College has traditionally participated in the Program to Evaluate and Advance Quality (PEAQ). That program is being discontinued and the College will soon need to select between the Academic Quality Improvement Program (AQIP), created early in the last decade, and the Open Pathway Program, which is currently in development.

Next Forum Event Wednesday April 13: Impact of the Mexican Revolution on the United States
To honor the centennial of the Mexican Revolution (1910), Dr. Antonio Delgado will examine some of the major effects the Revolution had on the United States including Mexican immigration to the U.S., the invasion of New Mexico by General "Pancho” Villa, and Mexican expropriation of U.S. oil company properties in the early 20th century. The presentation includes pictures and recorded music. The presentation will start at 7:00 p.m. in Fisher Memorial Chapel.

How to nominate an Employee of the Month: The CARE committee needs your help in nominations. A form is emailed out monthly to nominate a staff or faculty member that you feel has been going above and beyond. The deadline to submit your nomination is on the 15th of each month. There is a mailbox for CARE; simply put your form in an interoffice envelope (marked CARE) or drop it off at the mail desk.
Time is running out if you have failed Forums to make up
If you have any failed Forum semesters, the deadline for make-up essay submission is TODAY, Monday, April 11, 2011 by 5 p.m. Essays must be turned in to the Box Office in Clark Arts Center.

Psi Chi Hosts 2nd Annual Professor-Staff Bake-Off
Psi Chi is a Psychology student honor society at Rockford College and is planning to host the 2nd Annual Professor-Staff Bake-Off as a fundraiser. The event will take place on Wednesday, April 27 from noon to 2 p.m. on the patio outside Colman Library. We are seeking feedback from faculty and staff interested in participating by donating baked goods.
On April 27, students, faculty, and staff of RC will be encouraged to sample the donated baked goods and vote for their favorite. Proceeds from the event will be used to fund student research-related activities such as travel to undergraduate psychology research conferences as well as costs associated with students presenting research at these conferences.

Please indicate what baked good(s) you will be submitting for the bake-off. You are free to make ANY dessert that can be individually distributed in sample size portions.
