Circulation Policy


Eligible patrons of Howard Colman Library

The library is open to the public who may make use of all materials and electronic resources while in the library. Checkout privileges are not, however, extended to the general public.

Checkout privileges (over the counter) are extended to the following:

Current RC students, faculty, and staff
Alumni of Rockford College
Professors emeriti
Illinois reciprocal borrowers
NIC library card holders

Others wishing to borrow materials should be referred to their home libraries where they may place interlibrary loan requests for desired materials.

Circulation rules

All items in the General Collection are available for checkout to all eligible patrons of the Library.

The following materials do not circulate:

Reference collection materials
Periodicals (including bound, microfilmed, and current)

Interlibrary loan and patron-placed holds are restricted to current students and employees of the College.

Popular videos (DVD or VHS) are available only to current students and employees of the College.

Limits on number of items that can be checked out at one time:

General collection – none (within reason)
Music CDs – 10 (accumulated on patron’s record)

*Materials checked out anytime prior to the last 7 days of the semester are due at the end of that same semester. Materials checked out within 7 days of the end of the semester will be due at the end of the following semester.

Interlibrary loan materials circulate according to periods set by the lender. Renewals can be requested but are subject to lender’s agreement.

*System holds (via NIC) policies will be as agreed to by the PALS consortium.

Reserve materials may be non-circulating (library use only), 1, 3, or 7 days per request of faculty.

Fines, fees, penalties

General Collection & Reserves (including books, video & sound cassettes, CDs, DVDs: After a 20 day grace period a fine of $10.00 will be charged to the patron’s account. Fines will not accumulate beyond this amount but after 30 days a replacement bill of $50.00, plus a processing fee of $10.00, will be sent to the patron for each item. If the item(s) is (are) returned before replacement has occurred and within 1 year of the original due date, the patron will have the replacement amount forgiven (or refunded) but will be still be liable for the $10.00 per item fine.

Popular video collection (VHS, DVDs): $1.00 per day. There is no grace period. After 7 days a replacement bill for $50, plus a $10.00 processing fee, will be charged to the patron’s account. If the item is returned before the end of the semester, the replacement fee will be forgiven but the total accumulated amount of the fine will still be due. Any patron who is more than 5 days late in returning an item will have borrowing privileges for popular videos suspended for the remainder of the semester.

Interlibrary loan materials: $5.00 the first day plus $1.00 per day thereafter. Replacement fees for lost materials will be determined by the lending library. A $10.00 processing fee will be added to the replacement cost. Any patron who is more than 30 days late returning an interlibrary loan item will have borrowing privileges for ILL suspended until the issue is resolved.

Exception: Faculty will not be accessed late fees, but will be charged as above for lost or otherwise unreturned items.

Payment: All billable fees (fines & material replacement charges) are payable in Student Administrative Services (SAS). The Library does not collect fines or other charges directly (except where a patron does not otherwise have a Rockford College account).

Other service charges:

Copies: $.10 per page, self-service only. Copy cards are available in units of 50 for $5.00 at the Circulation Desk.

Fax/transmission: Patrons are to be referred to SAS for faxing assistance.

Microform machine printouts: No charge.

Internet usage: No charge.

Printing from computers: RC students and employees – no charge. Others: 5 free per day.
